    The King’s Fund has examined the progress of the NHS two years on from the publication of the NHS five year forward view. The greatest impact has been in the new care models programme, sustainability and transformation plans, and in plans to devolve more responsibility to public sector leaders in Greater Manchester. But the think tank warns that with two years elapsed, much remains to be done to align national policies with the improvements in care it is seeking to bring about. It notes particularly the absence of ring-fenced funding for investing in new services.

    The government has set a national ambition to eliminate inappropriate out of area placements in mental health services for adults in acute inpatient care by 2020/21.

    A definition of out of area placements has been developed following significant stakeholder engagement to enable progress against the ambition to be monitored. It is aimed at providers, commissioners and users of local adult inpatient acute mental health services in England.
